Job Description:

Job Summary:

The Building Official, under the general supervision of the Assistant City Manager, is responsible for reviewing plans, issuing permits, and performing building, electrical, plumbing, and mechanical inspections. The incumbent will collaborate with developers on development projects and ensure structures comply with building and property maintenance codes. Additionally, the incumbent will review and recommend amendments to existing regulations to align with current standards.

Essential Functions:

- Provide superior customer service to internal and external customers by responding to requests in a timely and professional manner.
- Enforce all city codes, including building and zoning codes, regulations, and ordinances by inspecting commercial and residential buildings, examining plans and specifications, ensuring all city standards are met, entering data into the computer, preparing reports, and studying and researching new requirements.
- Perform onsite building inspections for safety, code, and ordinance compliance with building, electrical, plumbing, mechanical, zoning, erosion, and sign code requirements.
- Conduct independent plan reviews to ensure proposed structures meet adopted building, plumbing, electrical, mechanical, and fire codes.
- Perform various inspections during the construction process to ensure work meets approved plans and adopted codes.
- Provide advice to City Administration on noncompliance issues and optimal approaches to achieve conformance.
- Offer technical assistance to building contractors, developers, and homeowners.
- Oversee daily inspection, enforcement, permitting, and evaluation operations, including customer service, building inspections, plan review, building permit issuance, and code and ordinance enforcement in residential, commercial, and subdivision developments.
- Collaborate with Code Enforcement officers to address dilapidated structures and bring them into compliance.
- Maintain accurate reports by interpreting plans and diagrams, calculating floor load and roof requirements, detecting code non-compliance, directing owners, contractors, and developers towards compliance, making permanent records and reports, and completing inspection compliance notifications.
- Maintain inspections and code enforcement records, files, and computer database.
- Inspect new, existing, altered, and added structures for compliance with safety and other requirements of national, state, and local codes.
- Conduct reviews and interpret construction plans and blueprints ranging from small residential fence projects to multi-story buildings.
- Perform Certificate of Occupancy and Fire Inspections and issue appropriate findings.
- Compile data and assist in preparing the department’s monthly reports and attend regular City Council meetings as needed.
- Perform all duties ethically and make fair and equitable decisions.
- Perform other duties as assigned.

Qualifications:

Experience, Knowledge, and Skills Required:

- Extensive experience in building inspections.
- Knowledge of commercial and residential building, electrical, plumbing, mechanical, and inspection safety rules, regulations, codes, and ordinances.
- Knowledge of building construction material specifications and tolerances.
- Knowledge of building code enforcement practices and procedures.
- Proficiency with computers and related equipment, hardware, and software.
- Experience in building plan review and specification review.
- Effective public relations practices.
- Methods and techniques of business correspondence and technical preparation.
- Modern office procedures, methods, and equipment, including but not limited to computers, scanners, cameras, copiers, and other field-related equipment.
- Skill in providing technical code enforcement and building inspection assistance to builders, contractors, developers, and homeowners.
- Skill in recognizing substandard, faulty, or hazardous building conditions and materials.
- Skill in recommending alternative construction materials to meet building code compliance.
- Skill in interpreting and enforcing building codes and ordinances.
- Skill in resolving customer complaints and concerns.

Ability to:

- Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
- Maintain logs, records, and files.
- Work independently in the absence of supervision.
- Read and interpret legal documents and descriptions.

Minimum Requirements for Employment:

Education, Experience, and Certification:

- Must possess at least two State Certifications or licenses as an inspector (Plumbing required), ICC certification preferred.
- Valid TX Driver’s License.
- High School Diploma or G.E.D, some college preferred.
- Must pass a pre-employment drug screen and criminal background investigation.
- Proficiency in both oral and written communication with accurate spelling and data entry.
- Ability to prepare records, reports, and other documents neatly and accurately.
- Operate standard office equipment, including copier and fax.
- Knowledge of Microsoft Office.

Physical Requirements:

- Ability to move about an office, building, and construction site.
- Ability to transport oneself from building to building and attend various functions and meetings at other sites within or outside the City.
- Sufficient manual dexterity, with or without reasonable accommodation, to operate a computer, telephone, and related equipment.
- Sufficient clarity of speech and hearing, with or without reasonable accommodation, to communicate effectively.
