Job Description:

Job Summary:

Reporting to the City Manager, the Community Development Compliance Officer serves as the Department Head responsible for policy development, program planning, budget management, administration, and operational oversight of the Community Development Services Department. This role also supervises the Code Inspector & Development Services Admin./Permits Clerk, Health Inspector, and Building Official, while ensuring compliance with the City’s National Flood Plain Program.

Essential Functions:

- Plan, organize, control, integrate, and evaluate the Community Development Services Department's operations; develop, implement, and monitor long-term plans, goals, and objectives in collaboration with staff.
- Direct and evaluate the performance of the code enforcement division, building inspector, and contract inspectors; establish performance standards, monitor performance, and provide feedback for improvement.
- Represent the City at Board of Adjustments, Planning and Zoning, Substandard Structure Board, and City Council meetings; advise these groups and the City Manager on local and regional community development, environmental, and infrastructure planning issues.
- Conduct field investigations to inspect properties for violations of the Substandard Structure Ordinance; issue warnings, notices of violation, and corrective orders as necessary; ensure follow-up actions are scheduled and completed.
- Perform plan reviews and on-site inspections to ensure compliance with City Ordinances, building codes, and state or federal regulations.
- Complete National Flood Plain Managers Program within one year of hire; obtain required certifications such as Building Official, Combination Inspector, or Plumbing Inspector.
- Lead adoption and implementation of best practices in local government, facilitate development projects to enhance the local economic base, and promote innovation in customer service.
- Proactively plan for the future while managing detailed operational matters.

Basic Function:

- Assist walk-in customers and contractors with the permit application process.
- Perform other duties as assigned.

Experience, Knowledge, and Skills Required:

Knowledge of:

- Civil engineering concepts, practices, and procedures related to civil, construction, and environmental planning.
- Effective public relations practices.
- Principles and procedures of record keeping.
- Methods and techniques of business correspondence and technical preparation.
- Modern office procedures, methods, and equipment, including computers, scanners, cameras, and copiers.

Ability to:

- Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
- Investigate complaints and mediate resolutions promptly and tactfully.
- Prepare accurate and detailed documentation and technical reports.
- Make oral presentations and testify in court.

Minimum Requirements for Employment:

Education and Experience:

- High school diploma or GED.
- Minimum three (3) years of experience in a construction-related position; experience with plan reviews and inspections preferred.
- Valid Texas driver's license or available alternate means of transportation.
- Plumbing inspector and electrical license.

Physical Demands and Working Environment:

- Work in both indoor and outdoor environments, alone or as part of a team.
- Travel between sites; exposure to noise, dust, inclement weather, and potentially hostile environments.

Physical Requirements:

- Ability to move within an office or building and travel between locations.
- Sufficient manual dexterity to operate office equipment.
- Clear speech and hearing to communicate effectively.
- Vision or observation abilities to review electronic and hardcopy materials.
- Mobility and physical reflexes to function effectively in various work environments.
