I. Purpose:

II. Texas Law:

According to the Texas Government Code Title 6, Subchapter B, Section 614.022, all complaints against police officers must be submitted in writing and signed by the complainant. Police officers must receive a copy of the signed complaint before any disciplinary action can be taken.

III. Rights of the Officer:

  • A copy of the signed complaint will be provided to the officer within a reasonable time after the complaint is filed.
  • Disciplinary action cannot be taken unless the officer has been provided with a copy of the signed complaint.
  • An officer cannot be disciplined based solely on the complaint's subject matter; a thorough investigation and sufficient evidence are required.

IV. How to File a Complaint:

1. Submission Methods: Complaints can be submitted in person, by phone, or in writing. For a complaint to be considered by the Chief of Police, it must be in writing and signed by the complainant.

2. Initial Steps: Many issues can be resolved by speaking directly with the officer's supervisor. If the matter involves a traffic violation, it should be addressed with the appropriate court rather than through this complaint process.

3. Time Limits: Complaints must be filed within 30 days of the incident. Investigations are required to be completed within 180 days.

4. Filing In Person: We prefer complaints be filed in person at the Beeville Police Department, located at 402 N. Washington Street, Beeville, TX. If submitting by mail, ensure the complaint is written, signed, and includes all relevant details. Additional information may be attached if necessary.


V. Investigation Process:

  • Conduct: We are committed to treating everyone with dignity and respect. If an officer is found to have violated department policies or laws, corrective actions will be taken.
  • Policies: Investigations will follow the Beeville Police Department’s Code of Conduct and City policies. For serious criminal allegations, the Chief of Police may request assistance from the Texas Department of Public Safety Rangers.
  • Recording: If a complaint involves racial profiling and includes video or audio evidence, a copy of the recording will be provided to the officer upon request.


Classification of Complaints:

  • Unfounded: The incident did not occur, or the employee was not involved.
  • Exonerated: The action was lawful and in line with department rules.
  • Not Sustained: Insufficient evidence to prove or disprove the allegation.
  • Sustained: The allegation is true, and the employee's actions were inconsistent with department policies.
